I started doing some research and decided to download an iOS app called "Amperes Lite" which shows you the current status of battery charging on your iOS device.
Test 1: I connected a standard USB to Lightning cable. Max wattage was 9.52. My battery level was already at 90% when I started this test.
Test 2: I connected the NEW Anker USB-C to Lightning cable. The max wattage was still 9.52. The battery level was still at 90%. This is when I was expecting a double-beep or some notification stating that my iPhone was fast charging. But nothing. So I hit up the internet. Basically, it seems that any Apple device that supports fast charging ONLY does so when the battery level is really low. Not only this but fast charging continues till about 75% full then slows down. At this point, I decided to drain my battery and try again later.
Test 3: With the battery now below 20%. I then connected the Anker USB-C to lighting cable to the PD port on the 5-Port and ran the test again on my app. SUCCESS. The results showed a max charge rate of 14.28 watts. I don't know what all this means but I do know that my battery was around 10-15% when I connected the charger. I went to brush my teeth, get ready for some meetings and when I came back about 30 minutes later, my battery was near 80% charged.
So there you have it. It does work but you might not hear a double-beep or see some screen notification. By the way, I also confirmed this with the car charger connected to the PD port.

UPDATE 6/28/2019 (changing from 1 to 2 stars):
Anker was prompt to contact me, and I received a replacement. However, same problem: the charger does not charge my Pixel 3 rapidly, even though the screen says "charging rapidly". That was with my original Google Pixel cable, that charges fast from the wall plug, as well as Aukey cable - which I don't have any problems with when plugging to wall outlet.
I did buy Anker PowerLine II USB-C, and now I do get the fast charging. But it's not fair to spend extra $ to get the product working, so I'm only raising my review by 1*.
UPDATE (7/3/2019): changing the review to 4 stars
Anker's customer service is superb! They tried everything to resolve my issues, contacted me multiple times, always willing to help. They even refunded me for the price of the Anker cable I bought. This company really stands for their products, and their attention to customers' needs deserves high praise! I'd change my review to 5 stars, but the charger still can't charge rapidly with other cables, so will keep it 4* and let people be aware about possible charge speed issues with Pixel phones. Not sure this is happening with other devices. I'll try charging iPhones 7S & XR some day, and will report about the experience then.
Update 7/11/2019
Anker sent me a replacement, a different model, and it does charge Pixel 3 using original Google C cable. Very happy with their customer service!
It feels very sold - it has some heft in the hand, the materials are dense and smooth, there is a pleasing matte finish to it. I'd like it to seat a bit better/more tightly in the cigarette lighter socket, but that may be the socket and not the charger.
My major complaint is that the power on this unit is not isolated, which means it is capable of creating a ground loop with analog audio devices, thus putting out a hum. This is disappointed for a device of this kind, even if analog audio is considerably more rare these days than it used to be. I have a much less expensive USB DC-DC buck converter which I tied in elsewhere in the car, and that does not have any such issue. Indeed this is how I know the noise is from the Anker - the exact same setup on the buck converter, which is connected to the same socket, has no issue were as the Anker has noise where ever it is connected. This necessitates the use of an isolator somewhere else in my setup.
If you don't care about the noise, then there's no problem, this is a good car charger. If noise is a potential problem, I'd look elsewhere or prepare to do your own isolation.

I am sure, if contracted, Anker support will send a replacement. Anker support was really great last time I had issue with their cable and they send new cable for free!
