This was my first purchase of a USB-C PD (Power Delivery) charger. I got it to speed up charging of my newer devices with USB-C charge connectors: Soundcore Motion Boom / Acebeam L35 flashlight battery / Ocoopa H01-PD Pro Hand Warmer.
On the same order, I bought an Anker A8854 Powerline III USB-C charging cable

The below photo shows how I set it up, simultaneously charging with 12W of power an older device with USB-A to Micro USB cable while at the same time charging newer device with 20W of power using a USB-C to USB-C cable

But the โCโ charging only worked with the Motion Boom speaker and failed to charge the battery and hand warmer. They both charged with no problem using a USB-A to USB-C cable (12W) but when using 20W USB PD, nothing happened.
Assuming I had a defective cord or charger, I called Anker and โJustinโ sent at no-charge a replacement cable.
When that didnโt work, I called again and โGenaeโ sent a replacement charger.

When it didnโt work, the obvious conclusion was that the battery and hand warmer were not designed to accept the 20W current delivered by USB-C PD. So I called Anker and offered to return or pay for the cable and charger. But โIsraelโ told me that was not necessary and that he was happy the problem was resolved
Key things I learned
-- USB-C PD (Power Delivery) charging only works using a cord with USB-C connectors on both ends
-- having a USB-C charging input connector on the device does not mean it can accept USB-C PD
-- USB-C PD only works if both the charger and device being charged are configured for PD charging
-- Anker has great customer service
